Купил новую флэшку 32ГБ, согласно статье Форматирование USB-накоптеля в FAT32 — Wiren Board отформатировал в FAT32 в Windows, скопировал прошивку, отмонтировал.

Ваш коллега выше давал ссылку на другой тикет Не подключается к WEB UI и SSH - #14 от пользователя BrainRoot. Согласно ему, на самом контроллере отформатировал флэшку 7ГБ, скопировал туда прошивку, проверил хэш, отмонтировал, перезагрузился. После нормальной загрузки контроллера примонтировал флэшку, убедился, что файл в корне на месте и называется корректно.
Все 4 способа приводили к одной и той же ошибке

и
